The issuance of the Health Benefit Exchange Systems Integrator RFP has been delayed. All dates documented in the draft RFP, including the pre-bidder’s conference, are TBD pending the release of the RFP. Once the RFP is released, the District will post an updated timeline outlining the schedule for important activities and dates associated with this solicitation to the health reform web site.

The Draft SOW is being released in an effort to provide information on the District’s plans for building this new system. The District of Columbia plans to use this for the procurement of a system integration vendor for a new health and human services system, including the District’s Health Benefit Exchange. This system will include an integrated eligibility and enrollment platform for health care and human services programs, an insurance marketplace, integrated financial and plan management functionality, and enhanced case management capabilities.  The District of Columbia’s Department of Healthcare Finance and Department of Human Services jointly release this Draft SOW in an effort to provide information on the District’s plans for building this new system.  The RFP for procuring the services outlined in the SOW is planned for release in late June 2012.  This draft SOW is released as an informational document only.  The District is not seeking nor will it respond to comments regarding this Draft SOW.
